New hybrid middleware products such as Open TV 5 are not built merely to run Applications. They have to manage both the Broadcast TV world and the domain of the Internet in a seamless manner.  Middleware as we used to know it was very focused solely on the management of the device and the local applications ported to it.  Now it is the conductor of the orchestra of services that an operator might want to deliver to its customer base and can no longer be considered as just a middleware. The STB/CPE is in effect functioning as the terminating device in a fully connected, multimedia home.  So STB/CPE software stacks such as OpenTV 5 have a multiplicity of roles to perform from UI-UEX rendering, to the management of the hardware device itself as well as communications to and from the services on offer and they are expected towork with devices in the home and other systems hosted elsewhere. For this reason, we consider OpenTV 5 as a connectware product.

Direct to Home (DTH) industry is on the swing as government’s mandatory digitization enters third and fourth phase, covering majority of the country with almost 100 million analog TV connections. With 73 million connections already in its kitty in the country, the Industry expect to garner 40 per cent of the Phase- III and IV market.

CAG Audit Report favors Tata Sky DTH

Comptroller and Auditor General of India did a compliance audit of management  of satellite capacity for DTH service by Department of Space (DoS) upto 2012-13. They prepared this report to be submitted to the President of India under Article 151 of the Constitution of India.

Although the case is still pending in the Supreme Court, the Ministry of Information and Broadcasting on 24th March has sent a letter to all the six private direct-to-home (DTH) operators asking them to pay outstanding license fee dues within the next 15 days.

Already beleaguered DTH operators experienced a new lease of life once helped by the impractical ways of implementing mandatory digitization of cable TV by the I&B Ministry. The more the Ministry officials made it difficult for the cable MSOs to comply by the regulations and meet the deadlines, the more the cable TV subscribers opted for DTH services. A well settled DTH service was allowed to make the best use of teething problems of digital cable. Thus started a boom time for DTH operators.

DTH on ‘C-Band’

The Telecom Regulatory Authority of India has sent its recommendations to the Ministry of Information & Broadcasting on certain issues relating to Direct to Home (DTH) service last month. A consultation process was earlier initiated by the Authority by issue of a Consultation Paper on “Issues Relating to DTH” on March 2, 2007. The consultation paper covered interconnection issues, quality of service issues and other regulatory issues relating to DTH services. The Authority subsequently held an open house discussion in Bhubaneswar on May 18, 2007 on the subject. The Ministry of Information and Broadcasting had also sought recommendations of the Authority on Technical Interoperability of Set-top Boxes (STB) as well as to examine the possibility of allowing DTH operators to provide signals to cable operators in KU-Band. Accordingly, the Authority has communicated its recommendations as follows:

DTH to Ensure Quality

The DTH guidelines and licensing conditions were issued by the Government of India in 2001. Doordarshan has been offering free-to-air DTH services to its customers for some time. Subsequently, two DTH operators offering pay DTH services have also rolled out their operations. However, it is only in the last one year that these two pay DTH operators could offer popular TV channels and content and thus gain acceptance among the consumers. Four more pay DTH operators are either in the process of rolling out their services, or in the process of getting DTH licenses. One of the reasons for the delay in rolling out DTH services was the difficulty faced by the broadcasters and the DTH operators in concluding their interconnection agreements on time, and the issue in two such cases had to be resolved by the Telecom Disputes Settlement and Appellate Tribunal (TDSAT), This not only affected the growth of the sector, it also hampered competition because DTH at present is the only effective alternative to cable TV. There are about 3.2 million subscribers of pay DTH services, as compared to nearly 70 million subscribers for cable TV. For DTH to provide effective competition, TRAI issued the Telecommunication (Broadcasting and Cable Services) Interconnection (Fourth Amendment) Regulation, 2007 and Quality of Service Regulations. Both these regulations will come in effect from 1st December 2007. The salient features of the Interconnection Amendment Regulation are as follows:

In India, the Direct-to-Home pay channel service started a little over three years ago with just one service provider Prasar Bharti's DD Direct. At present, apart from Doordarshan which provides free to air channels, there are two other private DTH service providers for free-to-air and pay channels and two more have obtained license to commence operation. In view of expanding the reach of direct-to-home (DTH) services after the introduction of CAS in the notified areas of metropolitan cities, TRAI is considering commercial interoperability of set-top boxes (STBs) and the introduction of a consumer redressal system similar to the one followed by the telecom sector. Three major issues are related interconnection, quality of service standards and the much important commercial interoperability of STBs across different service providers.

ISRO's latest satellite, INSAT-4B was successfully launched in the geosynchronous transfer orbit from French Guyana on 12th March, '07 by the European Ariane-5 ECA launch vehicle of Arianespace. The lift-off was scheduled for the early hours of 11th March but due to a technical problem, the launch was postponed just seven minutes before the blast-off.

The Maharashtra government is determined not to repeat the failure story by foregoing its share of revenues in the form of entertainment duty. The revenue department, after its failure to regularise the cable industry which even today refuses to issue receipts to subscribers have taken steps to make sure it gets its share of profits from the DTH service providers.

Direct To Home Offers Galore

The two major DTH competitors- Dish TV and Tata-sky are battling to outdo each other with festive offers. A special package from Dish TV allows you to enjoy 125 channels for just Rs 160 per month till 31st December. This bouquet is otherwise worth at Rs 300 per month and, of course, the promise of DVD quality and stereophonic sound is always there. Failure of INSAT-4C has dashed the hopes of various DTH operators. The accident has left a “black mark” on the capability of ISRO’s scientists. This mishap occurred on July 10, when GSLV-F02, the satellite launcher carrying INSAT-4C, had to be destroyed from the control room. The launch vehicle, carrying 2,168 kg satellite, deviated from it chartered path, soon after lift-off from Satish Dhawan Space Centre (SDSC). One of the four strap-on motors, having hypergolic liquid propellants, failed to provide the required thrust during the premiere stage. It is because of this, the satellite drifted to one side.
